A Jammu and Kashmir Police constable faces arrest in the killing of a Gujjar youth following a firing incident that occurred on July 24 near Sure Chak village. The police apprehended selection grade constable Pawan Singh after a thorough investigation by a special investigation team (SIT) formed in response to public outcry.
People’s Democratic Party (PDP) president Mehbooba Mufti hailed the arrest as a crucial step towards justice. She emphasized, “It is a reminder that no one, not even those in uniform, is above the law,” reaffirming the need for accountability within law enforcement.
The victim, Mohammad Parvez, a 21-year-old from Niki Tawi, lost his life in controversial circumstances. According to police reports, they claimed he was involved in a shootout, branding him a drug peddler. However, local residents and the Gujjar community strongly disputed this narrative, alleging that he was killed in a “fake encounter.”
This tragic incident prompted significant unrest, leading to widespread protests from the Gujjar community who demanded justice for the young man. Various political figures, including former Chief Minister Omar Abdullah, condemned the actions of the police and called for an in-depth investigation.
In response to the mounting pressure, authorities instituted both a SIT investigation as well as a magisterial probe to examine the circumstances surrounding the incident. The probe’s findings led to the formal apprehension of Pawan Singh, who has been charged under section 105 of the BNS (culpable homicide not amounting to murder).
Following the incident, there was an immediate suspension of both Pawan Singh and head constable Baljinder Singh, pending further inquiries into their conduct. This suspension underscores the seriousness with which the police command views these allegations.
Mehbooba Mufti articulated hope for justice, stating: “The arrest of Pawan Singh in connection with the tragic death of Parvez is a crucial step toward justice.” She acknowledged the pain of loss to Parvez’s family but indicated that this development might restore some faith in the judicial process.
In her statement, she commended the efforts of SSP Jammu Joginder Singh and IGP Jammu for ensuring a fair investigation. She expressed optimism that justice would ultimately prevail for Parvez, saying, “Hope now the judicial process takes its course and that Parvez, silenced in life, finds justice at last.”
