Jammu and Kashmir Forms Committee for Recruitment Rules System

The Jammu and Kashmir government has constituted a high-level committee to develop a Single Window System aimed at processing recruitment rules efficiently and in a timely manner. The order for this significant initiative was issued on Thursday by the General Administration Department (GAD-JK).

Under this order, the Principal Secretary to the Government, Public Works (R&B) Department, will serve as the Chairman of the committee. The assembly of experts also includes the Commissioner/Secretary to the Government from the General Administration Department. Furthermore, the Member Secretary position will be held by the Commissioner/Secretary of ARI & Trainings Department.

The composition of this committee features key representatives such as the Secretary of the School Education Department, Secretary of the Information Technology Department, and Secretary of the Department of Law, Justice & Parliamentary Affairs. The committee will also incorporate members from the J&K Public Service Commission and J&K Services Selection Board, ensuring that only those not below the rank of Additional Secretaries are included. The Chairman retains the authority to co-opt additional members as deemed necessary for the task.

This committee’s primary objective is to finalize the digitization of recruitment rules by adopting the efficient “Delhi Model.” By utilizing this model, the Jammu and Kashmir government hopes to expedite the recruitment process considerably. Moreover, the integration of the Digital India initiative is set to enhance efficiency, with the Bureau of Indian Standards and Geospatial Services (BISAG-N) appointed as a digital partner for this initiative.

As part of its responsibilities, the committee will oversee coordination, monitoring, and regular review of the overall system to ensure effective results. The ARI & Trainings Department will provide the necessary support services to facilitate the committee’s operations.

This move towards a Single Window System represents a significant shift in how recruitment processes are managed in Jammu and Kashmir. Consequently, it promises to create a quicker and more streamlined approach, minimizing delays associated with traditional methods. Officials emphasize the importance of this system, stating it will not only improve transparency but also enhance the rapid deployment of skilled professionals into state services.
