Seven Key Resolutions Set for J&K Assembly Discussion on Oct 29

On October 29, the Jammu and Kashmir Legislative Assembly will hold discussions on seven important Private Members’ Resolutions. These resolutions were selected from a total of 55 submitted by various legislators and will address pressing regional issues.

The highest number of three resolutions have emerged from Bharatiya Janata Party (BJP) MLAs, two from the National Conference (NC), and one each from Congress and an Independent legislator.

The selected resolutions tackle significant community concerns, notably those arising from recent disasters. Two of these resolutions focus on relief, rehabilitation, and land allotment for families affected by flash floods and landslides in Jammu and Kashmir, while another demands the regularization of daily wagers employed across various government departments.

BJP MLA Pawan Kumar Gupta from Udhampur West has successfully pushed a resolution urging immediate government actions for the relief and rehabilitation of flood and landslide victims. His resolution calls for Central assistance through the National Disaster Relief Fund (NDRF). He stated, “This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families.”

This resolution ranks third on the agenda for discussion.

Another pertinent resolution, introduced by Balwant Singh Mankotia, a BJP legislator from Chenani, proposes that 10 marlas of land be allocated to families who lost property in the August 2025 flash floods. He stressed that “this House resolves that 10 Marlas of land be allotted for construction of residential houses and cattle sheds for affected families.” This resolution holds the seventh position on the list.

In contrast, NC’s Ajaz Jan has proposed a resolution focused on the regularization of daily wagers currently serving in various government departments. Positioned at Serial No. 6, the resolution calls for a clear eligibility framework that considers service duration and performance, ensuring job security for countless workers.

Also making waves is a resolution by NC legislator Dr. Syed Bashir Ahmed Shah (Veeri) aimed at creating more employment opportunities for youth in public and private sectors. His proposition emphasizes the need to promote agro-based industries to achieve sustainable job creation.

Furthermore, Congress MLA Nizam-ud-Din Bhat has placed a significant resolution at Serial No. 1, demanding the establishment of a National Law University in Srinagar. Bhat expressed urgency, stating, “This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as funds for the first phase have already been provided.”

Another resolution from BJP MLA Rajeev Kumar Bhagat from Bishnah, listed at Serial No. 4, seeks to revitalize irrigation infrastructure across Jammu and Kashmir. The resolution advocates for restoring canal networks and ensuring reliable water supply for agriculture, which is critical for enhancing local productivity.

The Independent MLA from Thannamandi has also contributed, moving a resolution related to the implementation of Jammu and Kashmir Panchayati Raj Rules, listed at Serial No. 5. This resolution calls for the proper execution of Rule 49 of the J&K Panchayati Raj Rules, 1996, ensuring that contractors are not permitted to undertake works valued up to ₹3 lakh, which must instead be executed through Halqa Panchayats.

The ongoing assembly session commenced on October 23, initially focusing on obituary references. After a recess from October 24 to 26, the assembly will engage in discussions on Private Members’ Resolutions scheduled for Wednesday and conclude the session on Friday.

It is noteworthy that none of the three legislators from the People’s Democratic Party (PDP) have had their resolutions selected for this discussion, illustrating the competitive nature of the legislative process in Jammu and Kashmir.

This Assembly session marks a crucial platform for voices from Jammu and Kashmir to be heard on various burning issues, emphasizing governance that prioritizes citizens’ needs and regional developmental goals.
