In a significant meeting on Tuesday, Justice Ranjit Vasantrao More, Chairman of the Central Administrative Tribunal (CAT), briefed Union Minister Dr. Jitendra Singh regarding the Tribunal’s impressive case disposal achievements and ongoing reforms aimed at enhancing administrative justice in India.
Justice More shared that since its inception, CAT has received over 10 lakh cases and successfully disposed of more than 9.32 lakh cases, achieving a remarkable overall disposal rate exceeding 93 percent. This statistic reflects the Tribunal’s effectiveness in addressing the grievances of government employees and maintaining timeliness in the judicial process.
Dr. Jitendra Singh lauded the government’s continued commitment to governance reforms. He highlighted that under Prime Minister Shri Narendra Modi’s leadership, public institutions are evolving into more transparent, efficient, and citizen-centric organizations. He emphasized that administrative justice plays a vital role in ensuring good governance.
“Enhanced accessibility, efficiency, and the ease of service delivery for all government employees is our primary goal,” stated Dr. Singh. The Minister pointed out that technology is a driving force behind the transformations observed across various public institutions. Digital platforms, he noted, facilitate faster service delivery and improve accountability, thereby minimizing delays and making governance more responsive.
Further praising the initiatives of the CAT, Dr. Singh mentioned that the Tribunal’s digital advancements and improved infrastructure highlight the government’s broader agenda of pursuing robust governance reforms.
The Union Minister stressed the importance of expanding access to justice, noting that the establishment of new Benches and Circuit Sittings in some of India’s remote areas have significantly closer administrative justice to litigants, thereby enhancing convenience.
“We must ensure that institutional reforms yield measurable outcomes,” Dr. Singh added, expressing confidence that the Tribunal’s sustained efficiency in case disposal demonstrates the value of ongoing reforms. Technology integration within these processes has allowed for improved administrative systems, revolutionizing the way justice is administered.
Justice More further informed the Minister about the critical initiatives that CAT has embraced, which include launching new Benches in Jammu and Srinagar, as well as Circuit Sittings in Puducherry, Leh, Kargil, and Vijayawada. These steps aim to provide equitable access to administrative justice across all regions.
He also discussed significant developments in the Advanced Case Information System (ACIS) that supports a range of digital services like e-filing, virtual hearings, and online alerts. The comprehensive digital governance initiatives underpin strategic shifts towards a more efficient court system.
“These initiatives align perfectly with the Government’s vision of a Digital India, ensuring technology serves as an enabler of transparency, efficiency, and governance ease,” Dr. Singh remarked.
During the meeting, Justice More reiterated that CAT has effectively managed to bring down pending cases despite a continuous influx of new cases. He noted that the annual disposal rate in 2025 surpassed the rate of new cases being instituted.
In terms of broadening digital integration, Justice More outlined notable advancements like the implementation of e-Office across CAT Benches, onboarding staff onto e-HRMS, and digital processing of pension cases, illustrating a comprehensive transition towards a digital governance framework.
Dr. Jitendra Singh concluded by reaffirming the government’s commitment to supporting reforms that enhance institutional capacity, improve public service delivery, and ultimately bolster technology-driven, citizen-centric structures. He emphasizes that these ongoing governance reforms should ultimately deliver tangible benefits to all public employees and citizens.
